A Valentine's Day theme brings to mind rich red flowers, bridesmaids' dresses and accessories. If this is the main colour scheme for your wedding, I would suggest your mother wears something to complement instead of matching. A neutral hue such as oyster or gold would be subtle and not too overpowering since red is such a strong colour. If you were thinking of having your bridesmaids in something softer with red accents then your mother could choose red for herself.
